SAP Calculations
The Standard Assessment Procedure or SAP is the Government's approved method for calculating energy and CO2 emissions for new dwellings in England and Wales. Thermal calculations are used to demonstrate compliance with Building Regulations Approved Document L1A.
All newly constructed dwellings are required to undergo a SAP assessment at design stage and prior to any building work commencing on site. SAP assessments carried out at design stage can confirm specifications such as insulation, heating and hot water systems as well as assumed air-tightness are adequate to pass current regulations. The TER (Target Emission Rate) and the DER (Dwelling Emission Rate) are compared to ensure the current standards of C02 emissions are achieved.

SAP calculations are also required for all buildings converted to new dwellings such as flat conversions and barn conversions or extensions with large glazed areas in order to demonstrate compliance with Part L1B of the Building Regulations in England & Wales. The mandatory conversion SAP calculation assesses the thermal efficiency of the proposed building fabric including any upgrades that may be made, together with the energy requirements of the proposed heating, lighting and hot water systems of the planned property. Unlike new build SAP calculations, SAP assessments for conversions do not currently have to demonstrate compliance with any prescribed limits on carbon dioxide emissions.
SAP calculations are compared with the requirements of Part L1B or Section 6 and summarised within a brief report for submission to Building Control at the design stage before any construction work commences.
Upon completion of the conversion works, the respective SAP assessment is then upgraded to an As Built SAP calculation incorporating any changes from the initial design and the finalised heating and hot water systems.
Finalised SAP reports are then reissued for submission to Building Control together with an On Construction Energy Performance Certificate (EPC) which is required by Building Control prior to the issue of the completion certificate and also for the subsequent sale or let of the property.
